I tried everything I could find, and I believed my hardware just couldn't handle it, but I've seen people complaining with similar hardware who seem to even have higher FPS than me while playing with Ultra settings AND texture mods (I don't even have texture replacers installed). My shadow resolution is down to 1024, Vsync is truned off (except with GPU settings) and even disabling grass or my ENB had no effect on the framerate whatsoever standing on Windhelm Bridge. I removed performance heavy mods such as Flora Overhaul, turned the settings down to high and reducing them further using BethINI. Then I added mods and Re-EngagedENB, playtested it again, and now I got smooth 60fps indoors, but outside I have 40fps max, but in crowded areas like Windhelm docks, Morthal, Falkreath, it's rather between 25 and 30fps. So a few days ago I started a new game and in the opening scene everything seemed to run fine with stable 60 FPS.
